I still cant get in. I go to the chat area, select I agree to terms hit the big chat button.. it opens a window.. but it shows me the rules screen again and nothing happens.

Okay so the chat hosting company finally got a hold of me. Their server has been under attack lately by a third party and as a result it has been causing several outages. They have assured me they are responding to it, including by purchasing a new server. Tehre will be a few more hiccups, such as now, but eventually accounts will be moved to this new server.
So chin up, hopefully they'll resolve themselves shortly.
